Michael's sells small ones and Bed, Bath, and Beyond sells the 3" size. I just bought some for my wedding in November so I know that both stores sell them.

All candles float. Did you know they are a petroleum product? Those tea lights you get from $2 dollar shops are good little floaters. We have started collecting the decorative lamps and hanging our "fairy lights" over the entertaining area out the back. THere are so many different types, I didn't realise.
