Your dog could be acting out. As was previously asked, has there been any changes? Did you move? New baby, new dog, change the yard? Dogs are creatures of habbit. If you change something, it could disrupt their balance. Then they act out or just have accidents. This does not sound like an accident though. If your dog is acting out, you need to scold him when he does wrong. But you can only do that if you catch him in the act. Also praise him for doing right. You may actually have to re-potty train him. There are books and internet sites that deal with training an adult dog.
I am assuming he is neutered since he came from the pound. If he is not, it could be marking. Consider getting him fixed if he is not.
How do you clean up when he pees. Doing it in the same spot every time sounds like it is not properly being cleaned up. A dog will pee in a spot if he can still smell the previous time. Lysol, soap, and Febreeze will not get rid of it completely. You need to use cleaners designed for pet accidents. You can get this stuff from almost anywhere. Vinegar (standard white stuff) will get it out completely as well. I usually clean first with a towel, then with the pet cleaner, then with a regular cleaner, then with a freshener (lysol or Febreeze). This should get all the smell out so your dog does not want to go to the same spot.
If none of this is the problem then go to the vet. 2 is awful young to be having kidney/bladder problems, but it is possible. He could also just be sick. If nothing I mentioned above works or is the problem, get your dog checked out.

i had the exact some thing happen to me... i got a 8 month old Canaan dog from the human society several years ago...she never once had a single accident in the house until about 2 and a half years after we got her, and about 1year after our other dog died.... she started doing that exact same thing.. nothing in our routine or home had changed, she went outside just as often, if not more.. but she kept doing it. we tried all kinds of things... sprays, blocking her off from the room that her "poo-ing spot" was in.. we took her to the vet, other trainers, a second vet.. because eventually, during the time that we were trying to prevent her from going potty in the house she had started picking up other gross habits... like picking the cat poop out of the cat liter with her mouth, and then carry into other parts of the house and put it in random places . which she had absolutely never did ever before. then she started bring in like little dead animals and putting them in random places... she had been the most well behaved dog ever..all the way up until the whole pooping thing started....and now she was horrible and gross and a health hazard...
but it turns out that she was bored and lonely, even though i was there with her. she wanted to play "games" according to one of her vets... who suggested that if we were able to, and felt up to taking a chance..that another dog would fix it... and oddly enough she stopped the day we brought a new puppy home.. and she hasnt beenbad sin

You need to take this dog to your vet and have him checked out. If the vet can find no reason for this, then you must ask yourself: what has changed? Has your working schedule changed, have you recently adopted another pet, had a baby? There could be numerous reasons. But, you need to clean this area thoroughly so that there is no odor there at all anymore, then spray several times with Nature's Miracle (an enzyme cleaner/deodorizer) for Dogs. But first, make sure the dog is healthy. Good luck

Call the vet and get him checked.
When a housebroken dogs begins to potty in the house and there have been no other changes in the household routine, location, etc, get him checked for an infection.

Have you changed his dog food or treats? Are there other changes in the household (schedule, sleeping arrangements, etc.). If not, then I would take him to the vet to make sure he doesn't have worms or any other medical problem. Also, if you have children, make sure they're not feeding him scraps from the table or some of their snacks. Remember if you buy different dog food to slowly add it to their regular dog food so their tummies don't get upset. Good Luck!
