Yeah you can paint over the red, you will need primer first. I recommend KILLZ it will cover anything (even black sharpie)...then just follow with whatever color you want. You may not be able to paper the walls b/c paneling is textured and you may not be able to get the paper to stick with out bubbling. You need to figure out how many square feet of paper you need. Multiply the length and height of the wall to get your square footage needed. Wall paper comes in different sized rolls so you'll need to check and see how many square feet come in each roll. Most of your cost will be determined by how many rolls of wall paper you need. Paint is about 20 bucks a gallon, you'll probably need at least 2 gallons of paint and primer.

Yes you can paint over the red,First prime with Kilz2 or BIN primer, Primer is a paint that blocks the color (kilz and BIN are primer,sealer,stainblocker) 1-2 coats is good, if there some red still showing thru your be fine,because the primer is a stainblocker it still blocks the color..It roughly costs 14.99 a gallon for either one..For your paint buy a fairly good one..Buy enough for 2 coats...Paint will cost roughly 15.99-20.99..Wall paper over paneling can be done..Usually comes in a double roll..Thats your biggest expense.paintable wall paper cost about 30.00 -35.00 a double roll.Why not paint 2 different colors to cut back on cost since it is a rental? That would look sharp..you'd save money and it would look just as good, especially on paneling..Good luck and have fun!!

Get the white paint that says 'hide' on it, ask your retail paint clerk he will point it out. It is thicker than normal paint and one coat should cover the red completely. Then you can just paint it whatever color you want. You really have to think about wallpapering a room, especially a rental, you dont' want to go to all that expense and find it ruined the next time you go in there. Forget the wallpaper. just paint the room a soft beige to go with the paneling. Rentals should always be a basic white or off white its cheaper to redo when the renters leave.

For the amount of wallpaper needed, take the measurements of the room and the ehight of the walls from the top half up. Any retail outlet that sells wallpaper will tell you how to do this. If the room has wood panels, remove them first, sand the wall down and apply a primer - available at any outlet that sells paint. Primer is a neutral color that will act as the base coat. Then apply your paint, let dry and apply a second coat. The wallpaper can be applied over the primer, once it has dried.

Paneling is not made to be painted. The simplest and most practical thing to do would be to replace the paneling.
There are stain treatment products on the market. Bin is one. Kilz is one. You would have to paint over the red and may need two coats to keep the color from bleeding or showing through. If it is a rental, I would not bother with wallpaper. It is too easily damaged.

It's going to take many coats until the red doesn't show through. A "stain killer" primer is kind of cheap and covers well, but you will still need several coats and then put the final coat over it.
I don't think wall paper over panelling will work unless you "mud" over seams between the panels. Otherwise the paper will tear and get holes there. Painting over panelling works though. It was trendy a while back.

go to lowe's or you paint store and get you a oil based primer [olympic seals all or kilz's oil base]you may have to roll the wall a couple of times to get rid of the red,now you can paint put any kind of paint or wall paper you want on it,,i hate wallpaper,put a chair rail around the walls and paint two colors,last longer and looks better...good luck on your project!! paint should cost about 10.00 bucks a gallon and a good latex for the wall about 20.00 dallors a gallon,i use american tradition,more bang for the buck,agin- good luck

You do not need to scrape the walls. The product you need is called Kilz, which is available at Home Depot, Lowe's and other home improvement stores. Be CERTAIN that you get the acrylic (water-based) type. DO NOT get the oil-based Kilz. Paint your walls with a coat of Kilz. Let it dry, and then determine how well it covered. You may need two coats of primer. (Red is the most saturated of all the colors, and is therefore VERY difficult to paint with, and almost equally as difficult to cover up completely.) After you've primed and let the primer dry completely, you're ready to paint. Use a good quality paint (I prefer Behr, but most painting contractors prefer Sherwin Williams). You may need two coats of paint--again, depending on the shade of red you're starting with.
