Two reasons:
1) Because the statistics don't work that way. If 25% of women have been sexually abused, it doesn't necessarily equate that 25% of men are sexual abusers. Theoretically, all 25% could have been done by one guy. It may have even been a woman - women can sexually abuse other women too, you know. The statistics are also misleading - they an inflated representation of reported, not actual abuses, from a control group that was subject to statistical bias. And of course, some percentage of crimes go unreported, and this plays a part in the figures' differences.
2) Because "sexual abuse" can be anything from wolf-whistling a woman walking down the street, to rape. Some of these offenses are situations where, eg, a workplace might have to run one of those educational courses, if anything at all. It might be some other form of disciplinary action. It might have been a fine or community service. They might have gotten away with it in a court (or genuinely been found innocent).

I have been. But I, like a lot of women, don't say anything to any one. Most times, the abuser makes the "victim" feel as though she deserves the treatment or should be lucky to be receiving any attention at all. Personally, I thought that if I did whatever he wanted me to that he would still like me and not leave me so I put up with it. Only now am I able to see what a bad decision it was and I can only hope that history will not repeat itself. However, I fear it will. And, I can probably safely say that if it does, than the cycle will begin all over again.
More than anything, it's a self-esteem issue. But yes, I think a lot more people should be punished.
And it was my ex-boyfriend (who left me), no one in my family, thank goodness!
*I want to go on record saying that I don't blame any one sex for anything and that this scenario could happen to any one.

A couple of reason.
Fear of their relative.
You have abortion clinics who perform abortions on victims and when the kid says was rape by a relative they don't report it.
You have parent who don't believe their child.
Also you have to ask how the question was pharsed.
A while ago the question was about rape on college campuses define if they feel bad after the sex or any sex is rape.
Some women even report it about their children in divorce cases so the woman will get the kids.
Also you got judges letting abusers go without jail time like in VT.
So some won't go report because they feel why bother.
I have go a feeling the 25% is a bit over blown.

Just because a woman was sexually abused,doesn't mean she reported it.Some women don't want to go thru the embarrassment of having someone know what happened to them. Others have the belief that they are the ones at fault for this and think they can eventually change their abuser.

Unfortunately a lot of women fel that they either deserved it, it happens to all women or that is the way of the world because they grew up with it in their house. Also embaressment is a big factor, because they would have to tell an authority figure (police,teacher) and it would come out in the open.And the fact they believe they might not be believed because the abuser is an upstanding figure in the community, or an older person.
Anyway you look at it the right thing to do is report all abuse so it might not happen to another.

Sexual abuse is a problem with men and women. It has generally been considered a crime only against women, but there is a growing trend of women child molestors in the US that is going unpunished. Stricter punishment for male sexual offenders would be great, but doesn't feminism advocate equality? Why should a man get 30 years while a woman gets probation for the same offense? Doesn't make sense to me.

Good point, but sadly, as someone else pointed out, most of these crimes are unreported. Often, nobody believes the female, the mother might refuse to believe it, the child is too scared, wives are frightened - most murders are by someone you know and too often women are stalked and murdered by their exes, so it's pretty hard to escape an abusive situation. Hopefully things are changing though....

The victim of sexual abuse mostly feels he/she also contributed to the circumstances. Many girls don`t report. Others settle for out of court arrangement.
