John 3:17 - For God sent not his Son into the world to condemn the world; but that the world through him might be saved. That sounds to me like a plan of SALVATION, not a plan of CONDEMNATION.
I believe also, that hell has an exit as well as an entrance and that for most of those who go there it will essentially be God's Alternative High School, which when completed will also yield the same results as a well completed journey in life. In either case the resulting Salvation comes through the merits and mercy of Jesus Christ.

God seeks for a people to be saved. But there are many actions that He condemns because they hurt other people.

If God is great, then it would be impossible for his will to fail. With this logic, we can deduce that he either:
a) wants to and succeeds in 'saving' everyone
b) wants to and succeeds in 'damning' everyone
c) wants to and succeeds in letting humans choose their destiny based upon their personal volition.
