It is a circuit simulator. It is dated. PSPICE turned into Circuit Maker, which got bought out by Electric Workbench's Multisim. You can still find versions of PSPICE and Circuit Maker that you can download for free, but Multisim you have to buy. I still use Circuit Maker2000.

PSPICE was freeware (open source) so there is a bunch of spin-offs. One that I know if is LT-SPICE : http://www.linear.com/designtools/softwareRegistration.jsp

It's a simulator for analog and digital circuits. I believe it's freeware, too.
