No. Just stick to one or the other. Don't get highlights and lowlights. Do highlights in a variety of shades, which ill most likely happen anyways.

Sure it does, but you always want to match the color with your skin tone and eye color. Also, when changing hair colors, you will have to modify your makeup palette as well.
