what is dish panning or metal spinning. I want to make a disc of 750 mm in mild steel .thickness to be 2 mm. bend in the circum is 20 mm.

Metal spinning is placing a disk against a form and pinning it in place in the center and spinning around the center. A lever with a wheel or a smooth end (depending on the metal) is forced against the metal. The speed of turning and pressure make the metal plasticly deform and shape against the form.
It is more commonly done with aluminum.
The best answer for the form you want in steel may be explosive forming. In this case the steel plate is used to cover a hollow form which is placed in water so air is behind it and water in front. A small explosive charge is suspended in the water before the plate and when it is set off, the metal instantly shapes against the form.
