It means "you're cute".
However, be careful when using this!
"temae" is a word for "you" which is very plain (kind of rough-sounding), and quite a lot of girls will NOT like this!
Other words that mean "you":
"anata" (formal sounding), "kimi" (kind of intimate), "omae" (plain, again some girls won't like it). "temae" is rougher than "omae".
However, the best way to go about this is just to use the persons name. "yuko-san, kawaii ne" (you're cute, yuko). "yuko-chan, kawaii ne" (same, but for younger people).
