Usually around pipes or conduit passing through holes made in fire-rated slabs or walls (such as shafts or stairwells). When exposed to heat that would be high enough to damage a metal/pvc pipe that is going through the hole, the sealant expands and hardens, maintaining the integrity of the fire-rated construction (wall, slab, etc.)

Remember 911, The collapse of towers.
Those columns in there had some protection, but not enough.

The new steel colums in high rises have a "heat sealant' to shield heat and avoid overheating which would cause bending and buckling and eventual collapse of building. This material acts as an insulator and a reflector to keep the fire's effect from the main support columns and structural supports.
