Yes, the non-US citizen will have to obtain a visa. Contact the US Consulate/Embassy and bring your marriage documents (translated into English), and they will take care of the rest.

yes you have to get a visa but it is a much faster process. My brother is in the service and he married a Japanese national so if you have further question I may be able to answer.

Unless Japan is different from Germany you will need a visa for her. The type needed is a K3 visa, it is not a painful or difficult thing to get, but it is required and is not totally automatic.

For you to go to japan or for you wife to come to the USA???
Well here's both then...
To visit Japan all you need is a passport if you want to live there then you will need a visa but if your wife is a citizen you may not (check with the embassy)
For you wife to cam to the USA is not a problem.
As soon as your married then they automatically get a green card.
again check with the embassy on getting it .
