we have a few identical pc's with XP sp2, each PC has VPN server installed. Only on one PC we can't send the Alt-Ctrl-Del command, however on the PC itself it does work with the keyboard. Any idea why everything else but A-C-D works on this PC? (I have tried 3 VPN clients already, also AltGr-Del)

oops, sorry my mistake, it's not VPN it should be VNC !

You should use Ctrl+Alt+End keys instaed of Ctrl+Alt+Delete when you are using remote desktops.
