"Chartered" has reference to the authority granted by the state for a corporation or other entity to engage in banking and related operations, based on applicable banking laws. Thus, the State (the Government) permits that corporation or entity to operate through a charter, usually granted by the principal financial regulatory agency of government, and other agencies of government. A charter provides for the organization of the bank, the composition of its officers, stockholders, etc., system of operations, required reserves, etc. A chartered bank connotes lawful existence and lawful operations.

"Standard" may have reference to that certain level of compliance with the laws of a particular country or jurisdiction. Thus, "Standard Chartered" may mean that the charter is fully in compliance with the laws and regulations laid down by the government of a particular state or country. It might also mean that "Standard" is the name of the chartered bank.

Perhaps, you ought to check the website, if any, of Standard Chartered Bank, for clues.

If you look at the following link you will see that this bank has a long history and in fact has emerged from the amalgamation of two banks: the Chartered Bank and the Standard Bank. http://www.competition-commission.org.uk/rep_pub/reports/1982/fulltext/150c05.pdf

There is no point in looking for deep meaning in the fusing of the two names together. The Chartered Bank was so called because it operated under royal charter and the Standard Bank may have got its name because it operated under the national flag or standard.
