You could have a touch of damp behind the paint. watch out for bigger patches, it will cost a lot!

This is definitely a damp/moisture prob. I had the same thing happen and bought some damp sealant paint by Polycell (only a very small tin).

Peeled off the emulsion, painted this on, then painted over it when it was dry and it's really done the trick.

You probably have a leak in the gutters which is causing mositure to get thru and making the paint peel off,
You need to a) find the source of the problem and fix it and b) let the area dry out, then scrape off all the paint and put a sealer on there to secure the surface then re-paint.

A pain in the butt I know, but a stitch in time and all that - good luck

Did you enable the plaster dry out correct earlier you painted it? The wall should be thoroughly dry and mud free and it would want to be efficient to length it first with a dilute blend of emulsion or use a intense high quality undercoat and keep on with practise for sizing. wish this facilitates.

Are your window plastic or wood because emulsion will not stay on plastic,if they are wood it is definatley damp water behind the piant.Check the seal round the outside of the window there might be a gap were water is getting in.Good luck.

damp most likely. Emulsion is a water based paint - if its not damp then it has to be heat. Is it close to a radiator or venting from a microwave. Look around the area and see if there is a heat source.

It's most likely that the walls damp, possible from outside, check above window from outside for cracks etc, fix these first then repaint. Hope this helps.

Damp.
Clean off all old paint,paint wall with oil base undercoat then apply emulsion
