You need to have the T-mobile international calling plan (it is free) and a phone that has at least tri-band. Then you can use it all over the world and receive calls from all over the world.
The rate to make calls while you are outside the US is 99 cents per minute though. Be aware of that.

I called and had my phone unlocked. TMobile is quite friendly and helpful about this. While I am signed up to send and receive calls around the world, they actually suggested that I get a prepaid phone card when I got there. In the airport, I purchased a prepaid SIM card (at a TMobile store) that can be recharged. The advantage is that the rates are very low. The disadvantage is that my phone number is not the same. No big deal. Just stop in the first internet cafe or the business center in your hotel and email everyone with your new phone number. Now you can use this number everytime you visit Europe. The hard part after that is remembering where you put the card after your last trip. MUCH cheaper than using TMobile's international calling plan. I have now been using this for several years and it works great. You can look up what vendors are at the airport you are arriving into in advance and compare rates.

Use prepaid phone card instead, rates for phonecalls are too expencive andtext messages cost 2 euro!if you are plannig to stay in italy for a while buy a rechargeable sim card Vodafone or Wind,they have very good rates for international phonecalls and textmessages to Usa numbers cost 30 cent(eurocent).
I am italian but i have good friends in Usa ( americans) with cingular or t-mobile phones and i pay 50 cent for 1 minutes of conversation from to mobile phones and 30 cent for text messages with a Vodafone sim card.

The European cell frequencies are different than American...do what I did I went to www.raileurope.com/ekit/mobilehome
there I bought a Motorola phone model P7389 w/$20 USD prepaid time a Europe power adapter $5.00 plus added USD$ 30 airtime and paid USD $8.00 and my bill came to $82. USD

was even given a toll free number that my friends and family can call that is free for everyone... This phone has a card that works in over 120 countries covers all frequencies 900/1800/1900MHz
just have to manually change to use in US or Canada

rather than calling from a mobile phone, check out www.skype.com
it's free user to user, and if you both have webcams, it's like talking in person. It's so cheap and convenient. it's how my boyfriend and I communicate, he's in Florence and I'm in the states. completely free.

You will have to apply for "roaming facilities" probably, which will allow you to use your mobile both for outgoing and incoming calls.
