My green card expired in 2003, I'm outside of the US. My mom and sister are US citizens.

What you have done by law is you have abandoned your permanent residence. Get your mother to contact a very good immigration attorney. This my friend is going to cost you a lot of money to get your green card reinstated. You may not get it back, may have to wait ten(10) years. But anyway if your mother would contact an immigrations attorney he can advise on what steps can or cannot be taken. Good luck.

Well since you let it expire , it really wouldnt be considered a renewal . Atleast you know the process, cause you are gonna have to do it again
