That's a metaphor for the usage of the Word of God being SPOKEN against the enemy, commanding them to flee from the presence of God's children.

Actually the roots of this scripture are based on a roman custom and the people of the actual time of the delivery of the scripture would have understood the meaning quitewell. The sword has two edges one for cutting down and one for cutting across and up. Jesus is declaring that he will ome speaking the word of judgement upon the whole of the world and exposting all false things and all truths. We will denounce the wicked and justify the rightious. He will come with judgement in his mouth bring wrath upon the world.

The "sword" is a metaphor for the Word.
