Both could be due to a fungal infection which can be cured easily. In these matters, it is better to check with a doctor and get the correct medicine.
The doctor may also advise him to wear cotton underwear and clean the area daily with non-medicated soap twice a day, to avoid this type of infection in future. Sweat accumulation is one of the reasons for fungus.
As for the black dots, if they have been there since birth, and do not vanish, they could be birth marks, and shouldnt cause any worry. If they are the signs of growing moles, the doctor may undertake a detailed examination.

it could be razor burn bumps if he shaves down there and Im serious it can get ugly for the first couple of weeks from shaving down there. If not it could be an STD and he should get it checked by a docter.
