no, it's not italian... or at least it only looks like it. It isn't even a dialect of italian - not roman, not milanese, not venitian, not tuscan, not sicilian, not anything else.
It is totally ungrammatical and incorrect, meaningless.
Io - subject, I
vorrebbe - verb, conditional, 3rd person singular
piacere - noun, pleasure
per - conjunction, for
undire - this word does not exist - I assume a typo??? dire means to tell, andare means to go, undire ??? tough to guess...
da lei - from you or from her
SOOOOO
I (she would like) pleasure (TELL???) from you????
Note that the pronoun "lei" denote a formal interaction... and that Piacere is more used in the sense of social encounters (have the pleasure of making one's acquaintance), rather than pleasure to be had .... hmmmm

I think that what the person means . But the phrase needs to be correct .
It could be like this : Io vorrei con piacere andare da lei .
