How about a little cupcake or small cheesecake with an invitation inside. Or even a regular size cake of your choice with the invitation written on top.

just do something cute, and spontaneous.
maybe take her to a park later at night and throw glow sticks all around the field and light it up, and ask her out.
Do something original.
Maybe even, have a valentines picnic, and bake a cake, and write something out on the icing.
haha, just anything that will make her smile.

a boquet of roses always works (ha at least for me) put em in a very obvious spot where alot of people will see it when she's at work/school it'll be very attention getting and get the point across very well. and if she says no, well its still thoughtful and cool, and if other people see you doin this then its good for your image. ladies love a confident guy like that

leave a rose with a note kinda like a puzzle..leave it somewhere where she is constantly at.... and little by little give her clues to the actual date and see what she says..be creative!
