I would say he needs to grow up and figure out what he wants, stop stringing you along, and clearly communicate what is going to happen. If he won't/can't, dump him.

Perhaps he loves you and does want to be with you but maybe you are being too over baring and too much maintenance don't push him to much if you do love him or you might end up losing him.

unhappy in the relationship...could be a codependent and maybe just with you because he doesnt want to be alone, or hes just unhappy in the relationship and wants things to change.
