It should be available as an update for your OS, which you didn't identify.
If you have W98 or W2000 you should be able to check updates by clicking on the Start Button and going up to the updates function. I am not familiar with XP but I believe all Windows 95 and later systems use essentially the same Update button.

click the start button on the toolbar click all programs then at the top click windows update it will redirect you to the windows update page from there click on express so you can get the the most important updates which will include service pack 2 if your system doesn't already have it

Run Windows update, Tools -> Windows update in Internet Explorer. This will also update all of the missing security files and varous other plugs you've missed.
