I am 30 and from England I wax my lower arms because I think it looks nicer when wearing short sleeves - my upper arms aren't a problem.
I do not mind the hairs on the arms though its just cosmetic waxing, neither do some men.

if you dont want to shave/wax the hairy arms, try bleaching it so itll be on its lightest color.
i dont like the hair on my arms although people dont seem to mind. i just bleach it. im 22.
