Some guys do have this weird mentality that even in a girl's most depressing time they won't say no to him. They get off on the idea that they can have it then of all times. It's a... "power trip" if you will and most guys get off the best when they feel the most macho, or in control! These men have a tendancy to become abusive in the future, and cheat on their mates, and even though some women have a hard time realizing it: it's very degrading and insensitive to ask that of someone if they are depressed, if they care then they will try to listen or make you happy!

Maybe when he sees her crying he wants to help her feel better as quickly as he can. He could possibly not be familiar with typical ways of showing love and support, or he was treated this way in a past relationship and it worked for him. If their sex life is good then he knows this is the way to make her forget (at least for a while) the problems at hand. I can't imagine seeing your loved crying could possibly turn someone on...my view is that his excuse of being "turned on" by it is only a cover for his own shortcomings.
Is it normal?... Hmm. Like I said very weird that a guy would get turned on from seeing the most important person in his life crying, down, or upset. I would say he may have some problems in the support dept. He needs to show her that he cares about her in a way that isn't sexual. Maybe he can't deal with the crying so he knows sex will make her stop??
How long have they been together? Could he be using her just to get laid?

'Normal' would be to want to comfort her. Not to make it worse. He's turned on by her being vulnerable? Gee; little girls are vulnerable too. What would he want to do to a little girl if he saw one crying at a playground?! Want to make her cry even more? Be a pervert?
That's not right. And on that note, if he forces sex on her at ALL - crying or not; that's rape. He sounds like someone she should get away from, but she should be smart about it. Guys like that get their panties in a twist when a girl they like to dominate, tries to take back her freedom. She should be prepared for confrontation, if not violence, and have a plan should that happen. He's not a nice guy.

After you give comfort and support to g/f, hold her and provide a shoulder to cry on then sex can be magic when she feels better. But it is never acceptable to force sex on anyone, be they crying or laughing. This is a weird and might even constitute rape.

Its very, very sick, and I know this from personal experience. Someone I knew very well told me, after 50 years of marriage, that the only time her husband wanted to have sex was after a fight and he belitted and confused her to the point of near madness.
Some men, with mother issues or issues with women, think causing them pain is a turn on.

The guy certainly has a problem. A twisted one at that too! I feel sorry for your friend. Instead of being comforted and consoled, she has to deal with his sick desires! Not a good relaitonship from what I see. Your friend doesn't deserve this kind of treatment.

He's a sick, sadistic bastard and she needs to get away from him unless that's just what she likes. I'd advise you to find some different friends, 'cause he is an asshole, and if she stays with him she is both stupid and sick and she will cause you an unending amount of worry, grief, and inconvenience.
