this guy I've been, i guess you could say, "talking to" said this to me
never judge a person on what you see, because the outside could just be a road block that you werent supposed to run into
what in the world does that mean? i just don't get it.

Sounds to me like he is saying to push beyond the outward things you see that might make you back away from him, and to keep looking...get to know the person inside because they are better than they first appear to be.
You know - an invitation perhaps.

Some people use the figurative sense when they answer questions where they don't want to answer in a standard form. Quotes enable the speaker to be witty or clever about he/she wants to be said. In the case of relationships they may be said so as to add insight to what the listener might not expect to hear off hand. Try using quotes yourself when given a situation or topic that you don't want to just accept at face value and you would like to add a special saying about what someone else said on that topic. It adds to life to a conversation.

I would take it to mean that one shouldn't go wholly by their first impression of another, that many people have felt the need for whatever reason, I would assume heartbreak or disappointment to erect a false facade or front to protect themselves and that is the only face that you see until you stay around to delve a little deeper. Good luck, sounds like a pretty astute guy!

Don't judge a book by it's cover. All that glitters is not gold. It's what's inside that counts, etc.
If it's a guy, he's probably trying to impress you, for obvious reasons. By the way, it is grammatically horrible, and difficult to understand so don't feel bad if you didn't get it.

It's just the same as "don't judge a book by its cover". Don't look at his physical appearance. Look at his inner self. Try to know him before judging him.
