No. not in the sense that he sired/created one. Satan doesn't have the power or ability to create. However, There are many who can claim him as their father in the sense that their actions and desires mirror his.
God, Jehovah, created Jesus as the beginning of all his creations, and as his only direct creation. All other things were created by God, but through Jesus.

No, because the Devil is not God's counterpart, merely the greatest dissident to His reign. Satan knows he has lost, but he already crossed the point of no return when he committed the unpardonable sin and lied to Eve about the nature (Spirit) of God.
