Yes, G-d offered the Torah to other peoples before the Jews, but none made the promise to do and to obey. The Hebrew people gave as their pledge the children. So, if you think about it, he did interview others -- although your question does not appear to be asked out of sincerity, but out of sarcasm.

But those "interviews" were how G-d came to choose the Jewish people as the ones to bring his message to the world, that G-d is one G-d, that G-d is the L-rd, and that there are certain Laws that all people must follow.

(1) This can be proven by reading this reference:
"The eyes of the Lord search the whole earth in order to strengthen those who hearts are fully committed to him."

* This means that the Lord conduct interviews his own unlimited way, not humans limited ways.

God know everything about David by examining his heart. God does not need to ask questions to get answers!

(2) God selected his chosen people, read this: "Even before he made the world,God loved us and chose us into his own family by bringing us to himself through Jesus Christ".

* Notice the word 'chose' when Paul described God's selection to his chosen people in the book of Ephesians.
