My friend wants me to make her a non-nude pay site and I have no clue where to start.

There is market for everything.
A woman on a non nude pay site don't necessary is what you see on the grocery store.
You can use a lot of bikini and lingerie and if she is gorgeous, she will get some attention.
Then you can add a clothing line, even if is just T-shirts and stuff like that, she can be doing a decent amount of money.

I don't have a clue either. I've never heard of such a venture being successful. I can see women in their clothes when I go to church or walk to the grocery store.
If she is gorgeous and very talented at posing, you might try making traditional and platinum prints of her and selling them on your website.
