Mumbai has all the potential of becoming another Shanghai and Singapore, and it is almost like this cities, but fails in some categories to reach the mark, due to the corruption and political games of the politicians. It will surely take some time and some regulations on part of the leaders to take some initiative steps, towards it.

Why should we think of being like Shanghai and Singapore? Don't they have their own set of problems. I reckon that they are more advanced but should serve only as an inspiration to bring about development in our own cities.
Every city is much different from one another.
While planning for development of the infrastructure one would need to consider a lot of aspects, namely:
population distribution
area and topography
occupation
commercial character
culture
I think if planning is done based on the above mentioned points not only the infrastructure woul be great but the people would be also happy.
Lastly I would like to make one point that all that glitters is not gold. We may not need syscrappers and multiplexes to be more developed rather hospitals for the needful would be a clear sign of development.

actually there cant be only one factor that could help making Mumbai like Shangai..But :
1)Shangai and such highly developed cities are not only recognized for high sky scrappers but for the cleanliness they keep.So Mumbai must be a clean city.
2)Education i.e literacy rate and persona of people must be improved.
3)Slum areas must also be deduced..
There are many more points to be taken into consideration but we must go step by step

this answer is completely unpredictable. actually the fact is that development of a nation whether economically or infrastructurilly depends upon the its citizens.thus if we start intiating in fast pace development of our country then surely indian cities will become far better than singapore & shanghai.

when congress will out of power in every municipal corporation , the surat city is eg. of this , before 1990 congress was in power in surat corporation , the city was covered with slums , narrow roads , miss management &never removed slums in road side because of vote bank policy , after 1990 bjp change the face of city with beautiful gardens , broader r.c.c. roads , poor people in slums got house in corporation quarters .currently surat is cleanest city in india next to chandigarh.CONGRESS IS ALWAYS WORKING FOR VOTE BANK POLICY , & HAD NEVER WORKED FOR CITIES OR COUNTRY .
