Probably not. But I'm not so certain that would keep him from committing adultry. If your neighbor is thinking about doing it and sits in the room lusting after someone then your neighbor has already sinned. Unfortunately, we really can't stop people from sinning. All we can do is to witness to them about Jesus and pray that they give their heart and soul to the Lord. Also, I think that might be illegal in some states.

Even if it wasn't nothing wrong with locking him in a room, it defeats the purpose because he already committed adultery in his heart. So he is just as guilty as if he were to physically do it. Only he can control his lust and no one else.

Yes, it's the sin of "unlawfal confinement" and it could get you 6 months to 10 years, or so.

Uh, yes, I'd say so. If they want to do something, as long as it doesn't physically hurt anyone, you really don't have the right to control them. And locking them in a room? Geez, I hate to see what you'd do to a robber...

You can't be serious. Regardless of whether it's a sin, it is illegal (kidnapping). And his adultery is his business.
