Here are some websites with info on breeding parakeets/budgerigars. The first website has frequently asked questions about budgies, with a section on breeding. You should try to stop them after 2 clutches of babie or litters of eggs are layed. Weather they hatch or not. You can stop them from breeding by separating them. They should be stopped after a few clutches to rest them from breeding.

Parakeets can begin to breed at age 4 months old if kept in the right condtions, but cockatiels usally begin breeding after a year old.

When they die. Breeding varries but should, if can, be held off till the bird is atleast a year old...and then some...if they are compatible then they'll mate. They will stop themselves, mainly when the bird is old...like humans...we can't reproduce all our lives.
