For a few minutes, use a Paper bag-to breathe into. Or try to get yourself ) or the other person experiencing this) to relax. Try taking slow deep breathes. If it is a panic attack-feel free to call the medics- if it's the first time- they can help talk you thru it, and if needed, get the person to the hospital. If this is something that happens more than once or twice, please have this person see a doctor about some medication to help with it. Take care.
