what happens if the tazers hit somebody's head instead of a body?

I can speak from personal experience.

A standard 25 foot Taser cartridge deploys two darts that will penetrate most light clothing. The darts will penetrate denim and some jackets. Even when the darts do not penetrate the clothes (and become hung up in the clothes) the voltage still arcs from dart to dart. Although this type of incidental contact does not cause the kind of muscular interference that the modern Taser X26 is after, it does cause severe pain and can be quite debilitating.

If the prongs on the taser dart do not make contact with the skin of the body, there will be no effect. So a thick jacket or a bullet resistant vest could protect you against the shock.
If you get hit in the head or face, the prongs will probably do more permanent harm. The shock effect will be the same.

Please be aware that the taser is "non lethal" force. If you don't react to the shock, the next step is a bullet. . .

A lot of vests are only rated to stop rounds that do not exceed 1400 feet per second so I would imagine full power 10mm hand loads in a 155 or 180 grain or "Nuclear" hand loads would do the trick. I know there are some 135grain noslers advertised at 1700fps. I know my 155 gr hand loads are pushing 1600 fps and 880lbs if it didn't penetrate I imagine it would still give the wearer sever internal injury like getting hit by a sledge hammer in the chest. You don't have to go thru it if you can dump enough power into it for trauma to hurt and possibly kill you. Best bet is to put up bullet resistant glass along with a vest for extra safety and still get behind something solid and hope for the best. I designed my hand loads in hopes of over coming a vest if need be I haven't got the spare money to buy a vest to test but it's defiantly on the to do list. I recommend u get a flick 20 or RIA 2011 Tac2 in 10mm it was designed to be the ultimate man stopper for the FBI check the wiki

For the most part no. But...
There are Taser darts that have longer darts to go through a leather jacket. Many depts in cold weather areas are now buying them.

shooting tasers have prongs on the ends to attach and a hand held is direct.

no leather or material is gonna stop voltage. only way around would be a full rubber suit.
