19Yet she multiplied her whoredoms, remembering the days of her youth, wherein she had played the harlot in the land of Egypt. 20And she doted upon their paramours, whose flesh is as the flesh of asses, and whose issue is like the issue of horses.

Judah turned from God and worshiped other gods (whoredoms) like when they did in Egypt before God brought them out in the Exodus.

As a part of their idol worship they had sex, and they were always looking for those with better flesh and issue (sex).
