Usually the person who is blind will sit in the back on the driver's side if they know they are going to the ATM. The car pulls up enough for the back seat passenger to use the ATM. If the person in need of Braille is in the passenger seat they can be walked around the car to use the ATM. I don't recommend this however as it adds to the danger factor of being abducted or potentially run over.

Because it's cheaper to manufactor one set type of ATM pad. This version is used in all machines and it's more cost effective to use the same machine to make all the ATM machine as opposed to making a special version for the drive through ATM.

because its not only a drive up atm, a blind person can walk up to it too. and even sometimes someone will take a blind person to an atm, and will let them put in their own password, because its private. plus, dont blind people spend money too? you cant just leave them out.
