Not sure who makes the blanks..... I'm guessing they are imported.
Willow creek fly rods come in kits that you build yourself from www.flyrodkits.com

I saw one on e-bay that was cheap. The reel seat looked chintzy
and I'm assuming the hardware is also. Best bang for the buck is Temple Forks. Sage makes a both the FLI and the Launch series which are reasonbly priced. St. Croix also makes the Avid and the Reign series which are good value for the dollar.

If you're determined to build one, I really like the Cabela's FT
(fast action) series, you can get the kit for about $105
