They are paper packets containing Silica-Gel. Silicon Dioxide. This is a substance that absorbs moisture (water suspended in air) to provide a dry environment inside the box. When shipping, in cold conditions, dew may form inside boxes that might damage electronic components.
PS. Its a grandma tip that you put as many of these packs inside your computer's cabinet for best rainy season performance.
