Sorry, 42 is the absolute highest for folks without prior military experience. He might try the Guard, though- they recently enlisted a 47 year old, prior-active duty male.
BTW, there's no real age-limit for Special Operations, HOWEVER, he must Max out the Physical Fitness Test for the "21 and Under" age bracket.
Frankly, from someone's who done some of that stuff working with the Army, he's really too old-and won't even be considered for a combat arm.
NB: If he's looking to serve, how about the following:
CIA
NSA
Dept of Defense Civilian
All these are important careers, that will value his maturity and experience.

my husband is an Army recruiter and he said 42 is the cut off age for joining the Army. I'm not sure about other branches.
If he was prior service, and depending on how many years service he had, it might work. They'd take the years of active duty and suptract that from his age. If that was under 42 he'd still be okay. But anything else is a no go.
Why doesn't he try joining a police force?

He could probably get into the Army but I do know he is too old for spec ops. Some have age waivers but I dont know the requirements and max age limits. Recruiter would be your best bet, their website might have the information you need.

Max age for enlisting in the Army is 42...and special ops is probably much younger.

Sorry but 44 is to old.
The Army just took the VERY unusual move of rasing the age limit for Reservists to 42.
Sorry.

The cut off age for the army right now is 42 and they just moved it up to that. but tell him to talk to a recruiter and see if he may be able to get a waiver.

question- why is your husband an expert marksman? is he like a policeman or something? or why does a civilian needs to be a such a good marksman that even the military consider him to be good?
