I think Shar-Peis have black/blue tongues. There may be other Asian breeds as well. Try a google search :)

Chinese Shar-Pei also have black tongues.

Some dogs may have dark pigmentation on their tongue as well, but Chows and Shar-Peis should have a uniformly blue-black tongue.
