Can I file and get my return if I'm being claimed as a dependent?

Absolutely!

The only thing is that you can not claim yourself as a dependent.

As a matter of fact, as an unmarried dependent, you are required to pay taxes and file returns of any of the following apply:

Your unearned income was more than $850.

Your earned income was more than $5,150.

Your gross income was more than the larger of —

$850, or Your earned income (up to $4,850) plus $300.

Yes you can, and if you made over $5150, you are required to.

Be sure to check the box on your return that says you're claimed as a dependent.

You file your taxes but you DON'T claim yourself. If you do it will cause a major problem for whomever claims you.
