Water (H2O) is the most ideal because it has a positive charge on one end of the molecule and a negative charge on the other. That way it can interact with more different molecules. Also, because the positive and negative charges are weak, they can bind and let go of other molecules as the reaction proceeds. And in its liquid state water can suspend other molecules within itself.
