You should "look" as in researching price and neigborhood etc... as early as possible so you set your expactations and know what you want prior.

As for actually looking for an apartment your best bet to get a good deal/nice place is to start your search a month/month and a half prior as most places you'd want to rent are gone within this timeframe...

Also, do not do anything site-unseen, visit the actual appartment...
