I knew I got online for a reason! I went through the exact same experience you're going through, and it turned out well. I lived in the country and the people next to us starved their dog as well. I loved him sooo much, and I knew once we moved he would die out there. I snuck him food a lot, and eventually we got the nerve to ask our "neighbors" if we could have him. You may not believe this, but they didn't hesitate to make us responsible for him! Talk to its owner, the worst thing that could happen is the owner say it's not you're business. If that happens, get Animal control on them. Trust me, there's an animal control somewhere. They would take the dog out of his hands, and be put up for adoption if it can be nursed back to health. You should be proud of yourself for caring, because most people would walk by and not say a word.

Considering where you live, you have a few options. You might want to consider knocking on the door and asking if you can buy the dog. Make sure you find some ground that the owner can relate to you on (look up how to con a mark on the Internet), and barter a price.
Or, call animal control and the humane society. But the likihood of getting the dog for your sister are slimmer here.

This is a tough question because police wont care about how skinny a dog is. Obviously if the dog is being starved then the owner is cruel just for even keeping it. Keep giving it more and more food everyday and when you get the chance you should take the dog and bring it to ur sister urself without anyone knowing because its being tortured!

Call your local animal shelter and let them know. Immediately. If you can't find the number, call the local Police Department (not the 911 number) or Information to get the number. Do whatever you must to get the dog away and save it. If you call the police, you can actually have them come out to write a report on Animal Cruelty on the neighbor and then they would call the Animal Shelter themselves to have the dog removed.

Deffently call the cops they will take the dog and get it medical help and then give it to a animal shelter for adoption you can call in annoamisly and untill the cops are called sneek over with even a bowl of left overs from lastnights dinner and give it to the dog never feed it by hand for it could have diseases and if it bites it could hurt pretty bad...

First, resist any urge I have, I mean you have, to kick the living sh*t out of the owner. Call your local police department, or Sheriff's office and report the owner. Most police departments have an animal cruelty officer, and the ones I know are not people to be triffled with. They take their jobs VERY seriously.
Hopefully, yours will be like the ones I know.
In the meantime, I'd feed the dog every chance I got.

Why don't you knock on the neighbour's door and say you were just wondering if his dog was sick or something cause you noticed it seems to be losing weight? If the neighbour is a jerk about it, then you call the police and file a complaint...or maybe you will be surprised to find out the dog has some kind of a disease and that your neighbour really does care about the dog. Don't just jump to conclusions without speaking to your neighbour first.

Definitely try to get the number to the local Animal Shelter or Animal Control. If there is nothing like that around, i would call the police. This can be reported for animal cruelty.

As sad and mean as this may sound, please do not feed it, call the police and/or animal shelter in your area. Continue to call until someone comes to get him.Unfortunately, if you feed him, when the dog warden, police or humane society go to the house, they may think the dog is okay because he has been eating and not seize him. If not one will come out and take him, take pictures of him, send them to the newspaper or local news and tell them you have tried to get someone to help him but have been unsuccessful. The owners need to stand accountable for what they are doing to this poor dog.

I would write a letter and leave it in the peoples mailbox, let them know that you will take the dog off of their hands because it looks like they can't take care of it, and if they are not willing to give the dog to you then report them to the local police or animal rescue. That is sickening those people should be ashamed of themselves. Good- Luck
