It's not PA state or local law that matters, but U.S. Federal law, which states one must be 18 yrs old to buy rifles and shotguns, and 21 yrs for pistols and revolvers.

Federal law says 18y/o to buy a long gun (rifle, shotgun, blackpowder) and 21 to buy a handgun.
