No, you cant. There are about 5 test that a person must pass before they can be claimed at a dependent. One is relationship, son daughter, uncle, brother ect, other is citizen, they need to be a citizen of the USA. There are others, but I think these two are enough. IF you fail any test you fail them all.

Nope, for EIC the child must live with you.
For the dependent claim you must provide documentation that your provide more than 50% of their living costs.
That pamphlet is sent to thousands of people so the $164 you send is < 1% of it .
Nice try tho, some people just try to claim their pets !

You assume wrong. He's not a dependent for a wide variety of reasons - there are several requirement for dependent that he does NOT meet.
