I am wanting to make a spice garden, so don't recomend any multipurpse seasonings in a jar (though it would be helpful untill the garden is planted.)

all those answers are good so I'll give a few I noticed missing....
-limes mexicans use it a lot more than lemons
-epazote- its a leaf you add in soups for good flavor.
-green tomatoes (its a different variety than the reds) good for green enchiladas
-safron is used to season rice a lot and to give it color.

A "Spanish/Mexican" garden should have:

annato
cilantro
cumin
Chili peppers: piquines or habaneros are good, but might as well add serranos and poblanos for completeness
purple crocus flowers (this is where saffron comes from)
Potato weed (galinsoja parviflora)
lemon verbena (the best herbal tea in the world!)

Cilantro (an herb garden would be the appropriate term).

The cilantro seeds are coriander, which stink, so beware.

Cumin is a must have!
(as is chili powder and cilantro, as previously mentioned)

red chile
cilantro
tomatoes
oregano
cumin
pasia seeds
mint (great for soups or teas)
lemon and limes (skin and leaves are good for teas)
same with oranges.
