Check fluid levels, and get a flush and fill kit. If you haven't had the heater core replaced it might be time for that as well. Weak flow in the radiator could be weak water pump, block sludge, sludge in heater core, low water level, bad thermostat.

you need to check the coolant level in it,if its low it wont put out good heat while your driving,but sitting it will keep you warm,if that is full you may have a thermostat going bad in it,they,ll open up too fast and cause it to loose heat,good luck,i hope this help,s.

How's the engine temperature? If it's low when you're driving, the thermostat could be stuck open.

i say fill your coolant reservoir, if that's not enough to fix it replace T-stat.
never sell that car, i had a 1.3l festiva that got 48mpgs now that i get 6ish... 48 sounds pretty nice
