Yes, definitely. Telling someone else you love them is worse than sleeping with him. Sounds like it is time to break up with your b/f and start up with the new guy.

Think about ur question.
If u found out ur boyfriend who u are being faithful too, loving, and thinking he's feeling the same about u.
U found out either by him or someone else that he has told another girl that he loves her and he wants to be with her. How would that make u feel? how would that make u see him, how would u view that as a girlfriend?

Yes. That is emotional cheating. Doesn't just have to be physical to cheat.
