Benefits:
Brazil wants to give food, education, energy, cars, health, books, long life, insurance, good water and other good things to the brazilians.
The country needs energy, and the most clean and cheap energy is that obtained from rivers.
What are the other means to obtain eletricity? Burning coal? Burning fuel from petroil? Atomic energy?
As the brazilians are humans too, could they have the benefits of the civilization like people from America and Europe?
And what are the forest of your country? They were cutted!
What is made with the wood cutted in the brazilian forests? The wood is selled to other countrys, maybe yours!

Brazil has planned 6 DAMS in Amazon and not 31 in that specific region until 2010, but as usual, it is just plans, once they have several problemas of logistic to transport energy into more developed areas with industries.
What is really happening is a company called Eletronorte need money from the government to build it and so far they had nothing. Delivered money to thie area is just necessary to maintain usual operations. Even tucurui (build with idea to support Japanese Aluminium industriy) is not complete finished yet. Probably nothing will be started before 2010.
About needs: 98% of Brazilian national electricity come from Hidroelectrial plants (Almost harmless). Its dangerous to talk about because industrial development require energy and poverty can be defeated only due industrial development... once there is not international interest to pay for world health.
All countries in development need energy, like all other countries around the world. Using Hidroelectrical energy is less hazardous than Coil/Oil burning plants and much less than Nuclear power.
G8 (most developed countries) already burned all its forests, killed almost entire fauna, and expanded all around. All huge industries around the world are represented by multinationals which interest is just profit (which one goes to developed countries with format called royalties)
Infact, these Dams are created to provide enough energy for a hungry world who not cares about ecology.
Developed countries could do something to avoid this kind of necessity but there is no internation effort to stop it (Governments and Industries - i'm not talking about faible ONGs). Countries in development are just providing enough material to maintain high tech industries (and also high standard level of life out there).
Look to Ecological problems in China, or immense tonns of toxic waste delivered to India each year, Immenses Resorts destroying Red Sea coral barrier.
Answering:

- Hide huge value within their underground to avoid international competition with Minning industry
- Another theorical assumption is: Control water. Last year, Amazon had worst drought in last 100 years... what can have deadly consequences to the rainforest. with these DAMS, water flow can be controlled and support at least a minimu area.
- Brasil have more than one Europe as a protected area
- Rainforest exists in Africa and Asia, but noone cares about it.... interesting ... why?

Where we will take the money to make 31 dams in 4 years?

Give Falcklands back to Argentina and you'll take care of the forest.
Just kidding, we're taking care of the forest, the thing is that we can put 30 little countries like Britain in the forest, it's so huge, oh you think it's easy to take care of the forest.
