Can i apply for DV lottery?

I am studying in the USA on a J1 visa (undergraduate studies).
I am from one of the eligible countries.
Can i apply for the DV lottery given my status?

DV lottery is only given to citizens allowed to conduct business in US and not visa holders.

I think so but I am not sure. Go to the US immigration service web page. It is all there. It is full for this year though, I think. I believe the next one is in October or September.
